the mandate of the Department of Accounting of the China Securities Regulatory Commission (the CSRC)

 

To draft the administrative measures of the securities and futures industries and listed companies for the implementation of accounting and financial affairs in accordance with the uniform accounting and financial systems as stipulated by the State, and submit such measures to the Ministry of Finance for examination and approval before implementation; to examine the rules and regulations as drawn up by departments of the China Securities Regulatory Commission (the CSRC) in terms of accounting and financial affairs concerning securities and futures; to offer consulting services for issues of accounting and financial affairs as well as assets evaluation in the course of supervision; to examine the qualifications of accountants, asset evaluators and their firms for intermediary businesses of securities and futures, and supervise their business activities concerned; to supervise the implementation of the State accounting and financial provisions by securities and futures institutions according to regulations and carry out auditing for leaving positions inside such institutions; to uniformly coordinate the policies of securities and futures markets on charges and taxes; to draw up related rates of charges, rules and regulations for supervision fee, all of which shall not be put into practice until being examined and approved by the competent authorities responsible for collection under the State Council; to examine the financial budget and final accounts of organizations, dispatched agencies and bourses as well as their activities of income and expenditure.

 

The Division of Comprehensive:

Takes charge of the administrative and secretarial affairs inside the Department as well as the comprehensive coordination; draws up regulations of securities companies, futures brokering companies, securities investment funds and fund management companies, securities and futures exchanges on accounting, auditing, financial affairs and taxation; is responsible for other relevant affairs.

 

The Division of Accounting System:

Is responsible for drafting the administrative measures of securities and futures industries and listed companies for the implementation of accounting and financial affairs, examines the rules and regulations as drawn up by departments inside the CSRC in terms of accounting and financial affairs concerning securities and futures and offers consulting services for issues of accounting and financial affairs as well as assets evaluation in the course of supervision.

 

The Division of Accountant Supervision:

Bears the liability to supervise the accountants, asset evaluators and their firms that are engaged in securities and futures industries, and organizes the auditing on financial affairs and for leaving positions.

 

The Division of Financial Budget Management:

Be in charge of the organization and collection of fees for supervision conducted by the Department and its dispatched agencies, budget allocation and expenditure supervision of such fees, and is responsible for the coordination in taxation and charges as collected at the securities and futures markets.

 

The Division of Auditing:

Be in charge of the supervision over the financial affairs and the auditing for leaving positions inside the organizations of the CSRC, their dispatched agencies, institutions directly under them, securities and futures exchanges as well as securities registration and settlement companies.
